The story goes that the NDA for HL3 expired this year, and so one of the co-writers for HL3 has given away a summary of what the plot of HL3 was going to be.

This isn't an official confirmation, so take it with a big bag of salt, but I think the evidence is pretty damning.

At this point we were briefly detained–not captured by the Combine, as we feared at first, but by minions of our former nemesis, the conniving and duplicitous Wallace Breen.
