his plan to free vietnam from france without major damage and to perform his brand of socialism/communism, which was more open to freedoms and would likely change to capitalism (this which the OSS was supporting until france threatened to screw us over unless we turned against it)
rather than being used as a propoganda symbol for vietcong in what actually happened
