i don't think it is victim blaming.
there's a fine line between "they should have expected this to happen" and "they deserved this to happen."
if you leave your front door open at night, you might
expect something bad to happen (and common sense would dictate that you don't leave your door open at night for this reason,) but you certainly don't
deserve it.
in a similar way this is just bad business practice. they obviously didn't deserve death threats or whatever else happened, but they should've expected it.
