phenomenon in question. if you havent changed height then you wont be able to walk up it,  but if you're already "walking up stairs" you can? Doesn't work on anything over 5 studs though, very confusing.

Any explanation?

It's because when your player walks 'up' something, you gain a small amount of z-velocity proportionate to your walking speed and the angle of the step. So when you're already walking up a stair, you'll likely hit the next stair slightly higher than the ground in front of the stair, which can trigger the step-height even if the stair normally would be too high.
