Why is that video so smooth when you look but my game runs at like 200fps and isn't nearly as smooth looking

turn on vsync -- your framerate is not divisible into 60, which your monitor's hertz probably is.
if your framerate is not dividable or exactly your monitor's refresh rate, your game will stutter.
