there are conservative Democrats (though Republicans will never admit it), so while every Republican voted against Net Neutrality, not every conservative necessarily did
the Blue Dog caucus contains 18 Democratic representatives, and only 6 Democratic reps voted against Net Neutrality, so clearly some conservatives voted yes

obviously, though, the vast majority of conservative politicians are GOP, which voted no with only 2 exceptions
