Sounds don't download - Already cleared cache

Recently I was having the problem that whenever I joined a server, I have "download sounds" enabled but they don't. I even cleared my cache, did that make a difference? Not at all. If I could get some help that'd be great.

are you sure there not downloading? like is there a noticable file size difference? i would check to see if your music is on

Checked, music downloads and I can hear sounds. I just cant apply them through events. I’m typing this from my phone but when I’m on I’ll take a screenshot.
