Strange Correlation Between Shader Quality and Sensitivity

For some reason on minimum, My sensitivity is so high that I can only either look straight up or straight down.
And on Maximum, My sensitivity is normal. What's going on here?

Enabling vsync usually fixes this, may have to restart the game after applying
