speedtests run in Mb/s, not MB/s. Mb/s is megaBITS per second, while MB/s is megaBYTES per second, so you'd need to be getting around 160 Mb/s to have 21 MB/s
Sorry for the late (and off-topic) reply, but I did another speedtest and I got this:

I was only saying 21 MB/s because that was from an older result seen here:

I do apologize for lying there, but still I have to admit that's a pretty good result for a Wi-Fi connection.
To be honest, I really don't get this "New California" bullstuff at all, and why they want to do it.
