Kaphix is banned and continues to get re-banned because he is an annoying friend.  I do not go looking for alternate accounts, they just show up when a whole stream of friendry happens and surprise! it's the same idiots all over again.  I do ban people for openly flaunting the fact that they just signed up a new account, though.

Maybe other people get away with having alts because they learn that their attitude is not acceptable, and they change it.
