It splits, splits again, splits again, gets conquered, regains territory, splits again, becomes byzantines and then holy roman, a shell of its former self

why though

The mongols were better. They also invented throat singing so

to give a rundown the monarchy grew insane, they sued each other until the republic fell, they had over a third of the year as holidays in the empire which caused a significant lack of work being done combined with the fact that being emperor was basically a death sentence for yourself
western empire fell because attila + other germanic tribes (and became feudal), eastern roman empire didn't fall per se for a long time they just kept renaming themselves and acting like they had power when they didn't actually

all things considered they could've done much worse (see: china) though through it all corrupt leadership was a large theme
