when i try to sign up at the police station it says we don't accept newbies. how do i get past this? I have tried killing a few people but it didnt work.

noob MSpaint job, select it all and press ctrl+I then its inverted.

You don't even have to select it all. MS paint richards are harder than inverting stuff.
