911 is the emergency number because of how phones worked back in the day and it's not applicable for every country. Our emergency numbers are
100 firefighters
101 police
103 civil defense
104 traffic
105 gendarmerie
107 ambulance
147 information

And a few others I forgot for non-emergency police consulting, child protection services, female protection, family protection, and Self Delete hotline

and technically, 911 isnt a phone number, phone numbers are 9, and 1, and 1. two additional different numbers.
