you have to either already have a job offer here for which the company has to prove they can't reasonable find a candidate in the US, or have family here
there's no other feasible options. technically if you have like a million dollars to invest or they wanna poach you for the olympics then you can get in but as you can imagine that wouldn't really work for most people

Most illegal immigrants do come here legally, they just overstay their visa because it's not easy to go back home.

theres a long waiting process to get citizenship in nearly any country. america is one of the easier ones even.
