I started at 10 when I first got Steam since one of my friends on there had a stuffload of extra trading cards and let me have them so I could customize my profile, have a bigger friends list and stuff instead of having to buy / grind those on my own

something I did see though is that my old friend's dad's account was registered 13th September 2003 which is a day after steam launched and is only level 10

does the steam level even matter or is it just to show how much money you've used on video games, half of them you probably dont play anymore

Whole idea is to customize your profile, every 10 levels you're typically given a showcase section where you can show off stuff like screenshots artwork items from your inventory or achievements. That's really all its good for.
