21 is the guardian, or "Care" dancing to Ace of Base's song 'The Sign', you can even sync the two videos up (though the song is .5 seconds behind because of the doubler) and see that the guardian's movements are pretty on beat with the song, and they even circle around the signs whenever the lyrics of the song repeat "I saw the sign"
