making decals?

ok i would like to start making some decals, but i have a few questions
1.should i use paint.net software?
2.where or how do i save them?
3.how do i make transparent?
4.generally, how to make decals
5.what size to make them and how to make them that size
6.how do i make a link for them and put them on the forums
7.what do i save as? (.png, .bmp, .jpg)
8. will it create a shrotcut on my desktop
9.(just threw it in) downloaded and created addons and decals create desktop shortcuts, if i delete the shortcuts, will it delete the file in the blockland folder? i suck wiht computer stuff

I don't mean to bump an old post, but we need a tutorial on this.

I'm trying to make decals and they aren't appearing on my blockdude.
I've got .PNG format, the right size, and transparency, but they seem to not be compatable.  What gives?

Someone please give us a thorough explanation, or just link us to one.
