This sounds different than the manifesto-based shooting events that have happened in the past.

It sounds more like the police confronted someone in what started as a usual stop and then when
he realized he was in serious trouble he started firing and tried to escape in a chase, which ended in a shootout
in that area.

Atleast thats what the people in the CBS livestream that OP posted said.
