he is talking about some really unfortunate situations where people who have had serious past cases but are put on (i forgot the word) a term that allows them to leave the rehabilitation facility and commit acts of terrorism after. the specific link he sent is about a case thats close to me, he was being rehabilitated after a rape case and later tried to shoot up a tram within earshot of where i was working that day.
this person did get shot but is still alive (and was spitting on people and smiling in court).
