Okay this makes no sense under for multiple reasons.

A. Their votes and hearings can and will be held remotely.
B. The vote is November 3rd, but by the democrat's bs the votes won't all be counted until the 10th. (Hmm...)

That last one is key in their plan to cheat. Annoying Orange will win November 3rd and then they'll know which states to stuff ballots in and flip blue.
Hence their "Mirage" bullstuff.

but from what i can understand and the rest of the document points it out: there is rarely ever quorum in voting for every day laws(because surprise surprise, a lot of senators are lazy rich forgets). quorum is used as a tactic (from both parties) to delay votes when its a controversial topic, it seems like something the democrats will probably (and justifiably) use in this case if there is enough republican senators that cant attend for qurantine reasons.

or on the other hand the senators just might attend and give everyone corona, I wouldn't be surprised
