yeah to have quorum on a senate vote there needs to be:

simple majority of Senators, or a minimum of 51 if there are no vacancies in the body, to be
present on the floor whenever the Senate conducts business. As any observer of the Senate soon
notices, typically only a handful of Senators are present during floor debates. It is unusual for as
many as 51 Senators to be present on the floor at the same time unless a rollcall vote is in
progress.
but from what i can understand and the rest of the document points it out: there is rarely ever quorum in voting for every day laws(because surprise surprise, a lot of senators are lazy rich forgets). quorum is used as a tactic (from both parties) to delay votes when its a controversial topic, it seems like something the democrats will probably (and justifiably) use in this case if there is enough republican senators that cant attend for qurantine reasons.
or on the other hand the senators just might attend and give everyone corona, I wouldn't be surprised
