lots of dead servers

It might be my phone company, because ever since we got a new modem, every 15 minutes or 30 minutes or hour, the internet on my comp only cuts out for 5 minutes max.

but it seems like every time i bring out the servers list, alot of servers appear dead. and then when i filter out all the dead servers, and try to join one, sometimes it says "request timed out", after only half a second of trying to connect.

is this a recent prob, or is it my stuffty phone company?
