I voted "hull". It makes more sense visually to have the bottom portion of the ship finished before the top.

I see your point. Even if the inside is still empty, the whole of it appears finished.

I voted hull foreward, but that won't get in the way while you're building the interior. The best thing to do is what assures that you have  room for the other stuff. So if the hull might somehow get in the way of the interior (that possible O.O), build the interior first. I'm sure you already take that into account though.

I'd like to see the basic outline of the ship then have it decked out. (See what I did there?  ;D)

Build the entire outside, which will probably be the most boring and tedious part to do, then work on everything interior and dressing up the outside and such.
