Generally when people don't give you build trust, it's because they don't know you very well and think you might mess their build up or change it from the style they want. It is possible to build houses of one town next to each other, you know? Also your friends normally will give you trust. There's a pref that allows you to change the trust needed for building on each others' bricks.
