There is no creator for add ons.

You can script with notepad, or ANY text editting programs.
For modeling, I'd reccomend Milkshape or Blender, and if you don't have money to buy Milkshape, just skip it and go to Blender, as there's no point in learning Milkshape if it's going to a waste in 30 days.

I was thinking of making something like this, but someone made a very valid point. Could you imagine 1000s of half baked guns, and vehicles made by noobs flooding the forums and pushing down more quality addons?

Add-ons are scripted using a text-editor.
