Resizing an Animation

Help, i need to resize a animation for  my New Avatar, but i dont know how, and the avatar i want to use is Just Slightly to large D:

Any image editor can resize, but MS Paint can't do animations.

Use the Scale Changer button, nothing else works for me.  Do the .9 option if it is only just too large, then after it is done, check that it fits into the 75x75 bracket.
