It is a program that blocks access to certain websites. And my dad refuses to get rid of it. He got it because my cousin was stupid enough to be caught looking at research a while back.
  I believe, and my dad does not, that it is cutting off my access to Blockland when the reminder of how much time I have left on the internet comes up. Yes, it can even completly block the internet. And now it has gone too far.

   I mean really, it blocked a website because of games and because it is tasteless/gross?! It blows my mind at how stupid this program is. I can barley express my outrage at how my dad is so stubborn that he refuses to even look at why it must go.

Besides the fact your father owns you in every imaginable aspect, it's his computer. Buy your own and put what you want on it with your money. Until then, stop whining.
Or, you could grow a braincell and learn how to defeat it. If you're running XP, then there's no such thing as networks security and you could probably blow your SafeEyes out of the loving water. As for Vista, if he has UAC enabled it'll be next to impossible.

First off, it is my loving computer, he just doesn't trust anyone and doesn't take crap from anything, hince his military nick-name "pysco." It is not me that he trying to "protect" it is my cousin at the cost of my fun. And I
do know how to defeat it, but I know that he will somehow find out and take the damn computer away, for he says, and I quote, "Computers are a privlage and can be that can be taken away at any time." And, as I said, he will not listen to reason, because he is just too damn stuborn. But you are right, he is overprotective, but he is not uninformed. He has worked with computers for twenty years now. My cousin comes over a lot and he does not want it to happen again that is why he installed it.
