V9 emiters?

when i just got V9 i wanted to know what was new then i tried some emiters and lights but i dont know how to use then?

i cant spawn weapons or vehicles and when i try using the events that i saved from a v9 server and click it says, "schedule quota hit"

if any1 know plz tell :(
