Of course there is. but i don't know what is good.

...an app that i can use to prevent desktop spam? as I'm constantly changing desktop resolutions when switching monitors, causing my many icons to frikin reorganize terribly each time.
I WANT lots of my app and game icons usable and visible from desktop, but need something a little better for organizing.

so of course googling i found lots of solutions, but what do you guys know of that is nice. I'm not about to try them all out with a trial and error evening.

I don't exactly understand what you want, but if you mean like your icons get unorganized, Use wintidy, my lifesave, because my desktop is organized (unlike everything else I own)

Iconoid lets you save the position of all the icons and then recall them

I have the same problem with my icons going out of control after a resolution change also.
Usually i just
Right click>Sort by> Type
Cleans it up well enough for me.
