Because that is pointless, why not call it v10 and get over it, instead of every update having to have a distinction of being major or minor. Updates are update, the may be bigger, they may be smaller, why should it really matter in the end if it goes up .1, or 1, besides, simply using strait numbers is flat out simpler then using decimals, thats why it was changed to it in the first place.
