Permission to Port?

I've been wondering about this for some time.

Is it proffered that I ask permission from the creator of a mod before I port it? I've heard different opinions from different people, and I'm not sure what to trust.

I'd say ask, just to be on the safe side. Unless, of course, it's something like Sniff's add-ons, since he's gone (for now?).
