Well, that is really easy. When you download a music file, just put .ogg at the end of it as an extension. I dont know how to actually MAKE a .ogg because i don't make music.... but there you go

Get audacity, import a file, click "export as ogg. file" or something like that. Now you has an ogg file. :D
