v9 crashing me when i prees enter affter chat

when i chat is lags and crashs and i get this on my console 100 times..     
getsubstr(...): error. starting position and desired length must be >= 0: ("",-1, 1)

nope i have no mods that remove things that came with the game i cant think what is wrong with it

I've seen an error similar to this when using Randy's personal messaging, if you type "!" and nothing else in the chat.
