Decal Thumbs

Sorry if wrong Section, But, How do you make Thumbs in Decals/Faces Change to the Color of The Color you picked. Please help!

Simple question. Its as simple as getting Paint.NET (The GIMP, Photoshop, etc.), and making the color you had in the backround (White, Blue, Red, Black, etc.), to 0% Opacity.
