help with V9 add-ons plz

when i read the thing for installing V9 add-ons it says to save them to my add-ons folder but when i download them my options are save file and open with where i can choose a program so if you could possibly help me with that I'd appreciate it.

When I download it its not a just a bunch of stuff and when i put all this stuff in add-ons it doesnt work right

You're not supposed to Extract it.
