Well, to be honest, who actually wants little annoying kids on their servers except for servers of nothing but little kids? If one came in, he'd probably get banned if he's bad enough, and I don't go to any of them with nobody but noobs and kids, do you?

When TGE was created from the Tribes 2 engine, part of the code that could not be used (as part of the agreement that was made) was the audio system including the one for voice chat.

Chalk it up to pointless business strategies.
