Not possible to fix what isn't broken.  It's downloading add-ons on the server, which is required.  It's a one time thing every time you reinstall.

There is a list of things you can do and things you should do:
Can do-
A.Talk to the players until then, if you get bond with them it wont look forever
B.Go afk, take a dumb, eat something or watch TV
C.You can minimize blockland and go play a diffrent game like Spore and etc
D.If the server shows you an unknown map ask the maps name and download it
on the forums
Must do-
A.If the server has the "Amiga Soundpack" I strongly suggest get out and delete it
B.If the server has the "Elemental Weapons" just leave, takes forever to load them
and they are not worth it
C.If you waited a long time go to another server, Later on tommorow or that day
when you will come back you will continue the loading

Yes, that is one of the dumbest questions. Whenever someone asks it on my server they get banned. Obviously if you have the add-ons the server has your load time will be different that someone who has none downloaded.

Not only that loading time is also affected by how bad your computer is or how laggy the server is. So no one can really be sure what the download time is.

another thing i don't understand is why does everyone have to have billions of addons? why can't they just settle with what they have AT LEAST in free build servers. I think only new vehicles in free builds make it more interesting.

Billions? The average server has around 0-30. If your loading a big map maybe you should download it instead of waiting half an hour.
