Fullscreen crosshairs?

 I saw this somewhere, someone had a fullscreen crosshair that looked like a camera scope. I plan to make a Scope Mod, and was wondering if this is possible in V9.

I think this should have gone in General Discussion maybe. I would like this, you could have it a scope when you hit f.
