He doesn't mean from the same specific server, he means they usually are banned by others for being stupid, annoying, etc.

Anyway, ID, as everyone said, is a means of identification and organization of users. It is linked to the auth key you get on registration and sometimes is used as a way by bored people to say how many people play, estimating out the 6/10 of users who left.

there was a time when i hated my ID.
i would trade $100 for an ID. in the 1000..or so
but now that the ID's are into the 8000 i feel kinda good
about my ID.when i started i would go on a server and see example 5400
and i would say wow that id is really low..but now its just a plain id.
mine is 6052 by the way!
