Mouse High light

Sometimes when i load or save my mouse stops highlighting things that i go over is it possible to fix?

This happens to me sometimes... I dunno how to fix.

Sometimes when people load and they want wrench they can't scroll down to it, and same with changing paint colors.
I don't know anything that can stop it.

i can scroll but the item does not turn grey when you go over it
