Im looking for an easy way to make addons without going through all that PC crap

cant you just make a program that has at the top [please select addon type] and draw it with lines to make shapes and click the lines to color them in... then have a scale (for items, bricks, and vehicles) where you activate it and then draw the event in?  I NEED HELP! (note, not mental help)

more lines so you can put the event for its use (example, rocket launcher
