I followed all the steps to port forwarding, but my server still shows up as dead. I don't think I did anything wrong, I must have went over it more than 3 times. Here is a screen shot of port forwarding my router :

That picture looks like the router is odd, it seems he needs a setup for each port seperately, so deleteing - not good idea. Also I think you have to go up to all the ports to 28032.

Other things to check : Firewall.

When I looked at the picture I said "the forget?"

All you need to do is forward a range of ports in both formats from 28000 to 28032 or 28030.

Ok, I deleted all those extras, made one called Blockland, made the ports 28000-28032, and it's still showing up as dead?

Are you sure thats your IP? Usually 0.1 is used by the router itself.

The port configuration looks fine so that narrows it down to either you having some firewall interfering, or you setting your LAN IP incorrectly.

I actually had to use that IP to get that thing up in internet explorer, I will try the IP used on my computer.

No, still is showing up as dead. :/
