portal is just a mod of hl2, but it does have better lighting, higher res textures, better physics engine. and other junk.
just as epp1 and 2 are of higher graphics then hl2. its possible to meet requirements of one and not the other.

Because most of us already have the game and no longer need to know, thus, most of us do not know how much HL2 costs.
