It's using flats instead of ramps to make a slight slope.

Seriously stop randomly appyling for USSR. Right now you should take some time go to search type in USSR check search in topic subjects only and look at other peoples USSR applications. Look at ones that have failed and look at ones that have gotten in and with the information draw yourself a line. A line of what you think it takes to get in. USSR applications are suppose to be detailed and stunning and should atleast take 3 days.
