My Server Controls Messed Up...

Under Prefferences, on my city rp...I can change city rp thing like loan limit, jailing bonues, etc.

But now i cant change admin abilities, like admin can kick and super admin can ban.  It was working earlier, I didnt change any of my files.  Please Help! thx.
