cant talk on own server

I am having a problem with talking on my server.
whenever i go to say somthing it says Do not repeat yourself
Iv been having this problem for about a month now and its getting annoying.
i can say /duplicator /wand and other slash commands.
If it is a glitch of somthing got forgeted up just tell me

Sometimes it happens to me but
Do not repeat yourself is a warning and when i get it i still say the thing i repeat.
