Dunno of this fits here or not but:

Steam does it all the time.  They'll even ban you from multiple games for a single infraction.

Think of it like this: If you pay for a movie ticket and that gives you the right to see the movie, but it doesn't give you the right to stuff on the floor and punch people.  If you get kicked out of the theater, they don't give you a refund.

I wouldn't doubt there being a reason, it's just he hasn't given it to Dante yet, or as far as we know he hasn't.

Apparenlty he got his ID from Aviv.  It makes sense now.
