The FDA says that you can label hot dogs "all beef" even when they contain up to 20% pork and other forms of meats. So all-beef hot dogs can still make me sick just like anyone allergic to peanuts has to be just as careful around any form of cookies or candy.
A program regulated and funded by the government seems to think partial percentage makes a whole. I'm pretty sure they would also consider anyone who shows any loveual interest in males to be gay whether or not that percentage of preference is more or less than 50%
