I'm pretty much happy with it so long as it can run Source smoothly.

Better than mine. Athlon 1.81GHz single core.
It runs everything perfectly though. Even L4D.

Well, I'll give your relatives credit for picking a decent DVD drive and not settling for a prebuilt. The charity ends there however.

All the other components appear to be the cheapest possible parts available with preference given to off-brands and minimal configurations.

I assume they purchased and OS and PSU correct?

You had better not be planning on using that PSU included with the case, I'd hate to have to kick your ass.    >:(
