Sound Add-on Help

I've created a sound effect file for events, and when I try to use it in game, it doesn't play (but the file show's up). Either I scripted wrong, or something else is wrong. I'll include the file and please tell me what I did wrong, since I plan on releasing this soon.

Or at least give me a script tutorial on how to make ingame sound effects for events.
