I try loading a save that i downloaded and it only loads some of the bricks. What am I doing wrong?

Hmm...suspicious.
Do you have some bricks that are in the place of those bricks?
Or do you have a limited brick amount?
If you do, make it higher.
It might help you.

no and no. I start a perfectly clean game with no bricks whatsoever, load the save, and it says "loaded 771/821 bricks"

Hmm...very suspicious.
Did you add anything to it before you saved?

Are they all bricks that YOU placed yourself? If someone else places bricks somewhere on the map, and you save it....it may not save those bricks.

Did you use bricks in the save that YOU don't have installed? If so, that's the problem. For example, a 1x14 brick.

very simply, did you load it on the right map and did you save it right or mess with the save itself?
